New report shows
global financial centers' lead is weakening:  The world's largest economies took the biggest hit in the latest Financial Development Report now on its 2nd yr. Global fincl centers still lead in the Index, but the effects of fincl instability have pulled them down compared to last yr. Buoyed by the relative strength of its banking & non-banking fincl activities, UK claims the top spot from US, which slips to 3rd behind Australia largely due to poorer fincl stability & a weakened banking sector. In nos.4 & 5 are Singapore & Hong Kong,  World Econ Forum,  8 Oct 09 (Full rankings [pdf])

bills is all dollars & no sense--Chinese leaders clearly realize that their hoard of treasury bills is a problem. They are right to worry. China does not want to be left holding a $4T bag when it happens, says fmr IMF chief economist,  Proj Syndicate (courtesy National/ UAEmirates),  6 Oct 09

The
peril & promise of investing in Russia:  Why would anyone invest in Russia? The economy is expected to shrink 8.5% this yr, & will be slow to recover its momentum. Inflation is in the double digits. Even Pres Medvedev calls corruption in his nation 'endemic'. And sophisticated investors know all the horror stories of operating there. It's risky, but for global cos., the nation is simply too big - & too rich - to ignore,  Business Week,  24 Sep 09

Nobel Economics Prize awarded to
Indiana U's Ostrom,UC-Berke-
ley's Williamson:  The 2 won for their separate analyses of economic governance, esp of the commons (Ostrom) & the boundaries of the firm (Williamson). Ostrom challenged the conventional wisdom that common property is poorly managed & should be either regulated by central authorities or privatized, by demonstrating how the commons can be successfully managed by user associations. James Dobbins:
Afghanistan - Echoes of Vietnam--Obama's critics recall the nation's long record of successful resistance to foreign incursions, from the British in the 19th century to the Soviets in the 20th. They argue that as long as both al Qaida and the Taliban can find sanctuary in Pakistan, the conflict in Afghanistan will remain an unwinnable side show, says George W. Bush's 1st envoy for Afghanistan,  Huffington Post (courtesy Rand),  7 Oct 09
